As the District completed its most recent Strategic Plan—focused on operational objectives—it recognized the need for a comprehensive evaluation of its real estate portfolio. Historically fiscally conservative, the District has limited new construction and renovations to only the most cost-effective cases. However, the 2020 Magna Earthquake highlighted key vulnerabilities: some facilities were too far from the outer edges of the service area, and others lacked the seismic resilience necessary for emergency operations.
Place Collaborative is leading the development of a facilities master plan to address these concerns. The work includes a full assessment of existing assets and identifies strategies for siting, scaling, and designing new or renovated facilities to better serve the District—particularly during emergencies.
The planning effort integrates workplace strategy, change management, and asset management to determine an optimal facilities distribution. It also outlines phasing recommendations and potential cost scenarios, giving the District a roadmap for resilient and responsive infrastructure aligned with its long-term goals.
