The Block 407 Master Plan addresses long-term stewardship of several historic state-owned properties, including the Kearns Mansion (Governor’s Residence), Carriage House, Glendinning Home, and surrounding landscape. The project was led in collaboration with the Executive Residence Commission, the Department of Public Safety, the Division of Facilities Construction and Management (DFCM), and the Office of the Governor.

Charged with balancing security, accessibility, and preservation, the plan advances a new generation of strategies for protecting Utah’s most visible executive landmarks. Despite stringent design constraints and budget limitations, the team crafted solutions that enhance safety while foregrounding the public’s experience of the site. Landscape and site upgrades support a wide range of activities and restore the historic character of the block.

Through thoughtful adaptive reuse and design integration, the project preserves the symbolic and functional value of these civic spaces while reinforcing their relevance for the future.
